- 1/2 teaspoon garlic powder
- 1/2 teaspoon onion powder

- 2 cups milk, divided
- 1/4 cup all-purpose flour
- 4–5 medium Russet potatoes, thinly sliced
- 1 medium onion, thinly sliced
- 1 cup shredded cheddar cheese
Instructions
- Preheat Oven: Preheat your oven to 375°F (190°C) and grease a 9×13 inch baking dish.
- Season and Form Patties: In a large bowl, season the ground beef with garlic powder, onion powder, salt, and pepper. Form the seasoned beef into patties.
- Brown the Patties: In a large skillet over medium heat, brown the patties on both sides until they are fully cooked. Remove the patties from the skillet and set them aside.
- Make the Gravy: In the same skillet, whisk together 1 cup of milk and the flour until smooth. Cook over medium heat, stirring constantly, until the mixture thickens into a gravy. Remove from heat.
- Layer the Ingredients: In the prepared baking dish, layer half of the sliced potatoes and onions. Place the browned patties on top, followed by the remaining potatoes and onions.
- Pour Gravy: Pour the gravy evenly over the layered ingredients in the baking dish. Cover the dish with aluminum foil.
- Bake: Bake in the preheated oven for 1 hour.
- Add Cheese and Bake: Remove the foil, sprinkle the shredded cheddar cheese over the top, and bake uncovered for an additional 15 minutes, or until the cheese is melted and bubbly.
